I have had this problem for about 3 days now.I still waiting for the hiring to go back to 100%.The reason it cant,is because the high level managers has been stuck at 1 and I have changed the priority to get more high level managers,but its not working.I have put a stop on the upgrades of the corporations so I can get the workers back to work but with no success.Please fix this issue thank you.

You need to be patient. It's not a game problem, your HLM will increase with the new priority you have set, watch your LLM though.
Also, you have recently built too many corps for the population you have. Maybe spend a few coins on another million people, this wont increase the HLM immediately but with time the priorties you have set should get you levelled out. Remember, a shortage of one worker type will cause an equal proportion of unemployed in all the worker types.
Personally, though it's just my preference, I would close a couple of the food/agricultural corps you have going and try to diversify into other types of corps which may be more profitable.

There's a thread on LU--Worker exchanges. Post a request there. Many players will help someone with a trade. Note, if someone trades you HLM's they're doing you a favor, on top of gaining some pop. Look for an opportunity to repay them in some way.

To execute the trade use Department/Labor/Exchange workers.
