What do you think of this education system?

Doctor :12
Senior Doctor :12

This should be able to get my country back to normal after few game years since i have no teacher and senior doctor.Im trying get education index high,but it will take time.I think.

For 16 game months,I had no senior doctor.What could be the problem?

You probably need your education index to catch up with your worker priorities. I'm just guessing.

I have changed it to get more education index.
It should be fine then.

I still cant get doctors and senior doctors.Game master,what have you done to it?It was above 800 overnight and then,next thing went down to zero.Again,I cant produce these hospitals if there are shortage in doctors and senior doctors.Does the government type has an effect on these or the education index system.Im not changing the king and dictatorship.It must the education index,if so Im slowly getting there.But there is more to it than meets the eye.

I would like some help please.I still aint getting much senior doctors and doctors lately.
Where am I going wrong?The bar gragh has been stable under 77 for the senior doctors and once in the blue moon for the 385 and went back down again.Same as with doctors,it has been stable under 200 and drops again and once in the blue moon 800 odd and then it drop again.I cant figure out what Im doing wrong.

I ramp up education first also I pop boosted to 12 mil. or maybe you need higher salaries. also there is money in hospitals. Ithen set my priorities into what I am short in
