The war index for this C3 will not go below 10, no matter how much of the country I destroy. Can this be fixed?

This shouldn't be necessary, if you destroy every structure in the country, the war index will go down to zero.

But it is. 'Painting' is an important aspect (prolly the single most important) of winning a war. Sometimes it can be done without it but usually requires more time and ammo.

I thought I read from Tom Willard that some painting is now a MUST to win a war.

If that is true, then how can a player take a country that might be 10000 kms away?

There was a restriction on the number of C3s you can declare war against at the same time.

So any country beyond 6000 kms or 9000 kms would be impossible for me to take.

Why? When you have conquered one, you should be able to declare on a fresh one, and so on.

It would be nice to have troops like navy seals that could do the same thing as special forces, just based on an aircraft carrier :)

Ahmose, you have use RDUnits, and place a network of Air Fields within range of wherever you want to attack. This could be used to drop air forces. Then you can paint.

I do confirm that before the war level changes that you could in fact take any c3 w/o painting using your navy. At level 3 I don't think it possible anymore. Especially with your navy it is kinda painstaking and dupid.
