Labor exchange message unneeded for countries in same empire (White Giant)

Can the dev do a check to see when 2 countries in the same empire are doing worker exchange there is no need to send a mail to the main country.

I am sure a simple check will be less heavy on the server compared to send a mail especially since it means i will have to manually check it, read it and delete it.
