Higher salery = higher welfare in corps.? (White Giant)

Or have I misunderstood something?

I have raised my saleries with 10-15% but the welfare index in my state corps. didnt increase at all..?

1) Yes..production (corporate welfare) should increase with higher salaries

2) there is a delay and it may take some time to see the effects

3) raising by only 10-15% (for example from 200 to 220 or 230) will have minimal effect which you may not recognize...if you go from say 200 to 300 then you should see a small % productivity gain
