This country is short about 30 million workers.
Why should a ceo have to pay to move from this country?

"Please note that you have to pay 5% of the Market Value as damage to The Kingdom of Xilipo with a minimum of 5 Billion SC$. Given the current Market Value this means you pay 19.26 Billion SC$."

Still not fixed. This country needs about 20 million new people to support the corporations level. The country was recently abandoned. Now all corporations tehre have 10% employment levels.

The penealty should be removed
