Education Index Glitch (Little Upsilon)

Hi I know the avg is weighted for some criteria concerning levels, like Health and such. But the education has never lagged like this.

Schools Needed 7641
Schools Operational 13225

Education is artificially suppressed at 157.

I first looked at the overall education graph and it didn't move for the last 12 months, maybe a single point or two. I then isolated schools themselves and indeed that graph has not move at all in the last 12 months.

I'm no GM, but I looked at your country expecting to see the weighting calculation behaving normally. What I saw, I could only describe as a bug. You have 173% of the required elementary schools and only have an elementary school rating of 157%. The overall educational rating may be limited to your poorest performing component of the educational system, so if the schools issue were resolved, that problem might go away.

This has i been taking as a fact, cause that has been the limiting factor for me aswell.

The Education index is a rawlsian index: it assumes the value of the lowest sub-index.

Yes. The maximum of that index is it's minimum. Maximin.

I guess that makes sense from the little I know of the guy.

I was wondering...
I know about the lowest index etc...
But would a higher, say, university index in a system with an EI of X produce proportionately more hi-tech workers than low-tech over a balanced set of indexes with an overall index the same.

Does that make sense?
