I noticed when I build or relocate a corporation to one of my countries it is accepted right away. Is this something new for our own empire or a glitch?

Haha, the new update only applies toward your own enterprise build/relocates in your own countries.

22. Building Private corporations [ top ]
When an enterprise is setting up a corporation in a country which is part of the same account, confirmation by the president is now automatic.
