Social Security Index for Level 2 (Kebir Blue)

I set my social security level to 58 hoping it wouldn't level up - the requirement for level 2 is 60 for peaceful game according to the levels page. I wanted to wait until I became a full member but an hour before I made the payment it was at 62 and had levelled up. All of the other index requirements had been met which was intended.

Have I messed it up or do I have a case for the 50GCs that I've missed out on?

you set the % of payments. the index reflects the quality. As with the Health index the index scale is different from the requirement. 80% payments ='s 102 index.
