I had dismantled all of the garrisons of one of my countries and sold all weapons weeks ago, yet I noticed today the defensive index hasn't diminished beyond 243, even though I had no units.

I took a few look-arounds, to see if I had any remaining weapons in my garrisons or if the country was auto-ordering them too (can they still do that?), because, you know, they could be invisible and not showing up on the defensive index page. Then I looked where I purposely ignored: the supply units. I ignored them because of so many reasons. I haven't changed blueprints in years, I thought military units still didn't count towards the index, and even then, they weren't made of enough weapons (one jeep) to justify the index, and I've been at peace for years, so there was no need for them to transport weapons.

However, when I clicked to see the contents on my map:
Anti aircraft missile batteries200
Missile interceptor batteries181
Defensive missile batteries200
Nuclear defense batteries2

The same result on most of the units I clicked, expect for the nuclear defenses on a few. By the way, the quality of weapon and ammo is 80.

But, when I looked from my supply unit lists...
TypeQuantityTo Deliver to target
artilery shells-1,000-
artillery200-
defensive missile batteries200-
defensive missiles5,352-
jeep1-
missile interceptor batteries200-

There's the jeep that makes up my unit and there's the negative 1000 artillery shells, the reason my country mysteriously and continuously ordered them for no apparent reason.

anti aircraft missile batteries200-
anti aircraft missiles5,348-
defensive missile batteries200-
defensive missiles5,348-
jeep1-
missile interceptor batteries200-
missile interceptors4,022-
nuclear defense batteries2-
nuclear defense missiles26-

One of the units I saw on the map, and here's the jeep that actually composes the unit.

For some reason, the actual units aren't shown on the map (the one jeep), but only the weapons they were transporting. They appear to be behaving like garrisons.

There are also a few other interesting things. I caught one unit composed only of one missile interceptor batteries. I don't remember setting that one up... There's no jeep in the unit lists too. It also appears these units were not affected by the updated that shrank garrisons and units.

Anyway, does someone wish me to use this to test something regarding weapon quality?

I tried. I bought Q250 jeeps set them up in supply units. After they were made they became Q165 because the quality of ammo is Q80, when they have no ammo. The weapons are Q250 but because of the Q80 for ammo, it dropped the fighting level to Q165. I dont think this is right since the units have no ammo. This country I tried it on has no ammo whatsoever.

I've encountered the situation in another of mine country. It seems the cause is having a negative stockpile of one of the supplies.

Those deficits shouldn't be there, since supply units aren't need in peacetime and I have other working units. I've created some more to see, if this is resolved.

Does anyone else has this problem?

You might have to manually tell that supply unit to resupply with another unit once you get the ammo. It might not re-supply automatically.

As far as I know, the supply units do still contribute to the defense index. If you look on the list of units you see the little number that tells what the contribution of that unit is making to the index.

I have never seen a supply unit with negative ammo for its own use, as I thought they never used any like normal miltary units do.
I will look and will also post even a negative find.
