Cant register a new country (Little Upsilon)

Ive been trying to register a new country on Fearless Blue for the past couple of hours. For some reason it wont let me take over the country. I accept the 30 GC message that you get but the page wont load any further just keeps taking me back. Anyone know what going on here? I have the 30 GC's

Also I have land units stuck at my base for months now and I cant dismantle them. Its annoying me as there stocked with most of my ammo and I cant create new units. Anyone know the solution here?
