Country overstocking(bug?) (Little Upsilon)

Both countries started piling up huge debts after I won the c3 war that got me Scion. I'm up to about 10T in debt and finally realized that my country is overstocking. as example Antioch has about 15M in Pharmaceutical Products and uses about 15,000 a month. Also 99M in cocoa when I have 0 monthly use of it.

I've found several other examples in both countries of this kind of crazy overstock. I checked my ordering strategies and they were both set to the standard 1month low water and 10month purchase.

If there's any kind of explanation for this I'd love to hear it.

I'd like to add that while I'm fairly new at this game I've been around the interface enough to know how to send a supply order and more to the point know when I've done so and when I haven't.
