Unable to occupy alll territories (Golden Rainbow)

I am fighting a war against "The Independent State of Bugur" [Golden Rainbow | Auriga Bella ] And I am unable to occupy all areas of this country. On the map it shows that I have occupied all the areas, however the war index indicates I have only occupied on fourth of the available areas. In addition, this nation has many towns and countries located at at the coordinates 0,0 making them impossible to attack. How can win this war, since I don't have strategic weapons to cause high casualties???

First, u only need occupy enough to give u max damage points, which is hardly anything.Occupying all the map isnt needed.

Second, use the target list, cities that are on top of one another can be accessed this way.

Clarification: I can't occupy more than 8Dp (22 less than max) worth of areas. The rest of the occupation Dp seem to be allocated to non existent areas, or stretches of ocean which units cannot move to. You're right about using the list to attack targets, some of the cites aren't visible because they are in the middle of the ocean (where I can't move close to them - but missiles work). Probably this ocean contains the areas I can't occupy, because units can't move there.

This really sucks, because you need 10Dp from occupation to win the war, and I only have 8!!!

Bash a couple more factories and you'll be there in no time.
