Changing Unit Qualities

I've noticed that whenever you airlift a unit, the resulting quality of the weapons and ammo changes. Why does this happen??? Whenever I airlift a high quality unit, the quality always ends up declining by a lot and I'm forced to spend more time and money to re-raise the quality.
