Production and contracts (white Giant)

My corporations keep giving me a message that contracts are not being kept because quantity promissed exceeds production, but this is not true. For my electricty corporation the contracted quantity is only 11,125 but the maximum capacity is 14,500. Not only that but I ALWAYS exceed "maximum" capacity due to worker welfare. So why are my contracts not being kept?
My county is the corporate enclave of hildo.

Check on the corps page where there is a link for reserve x amount for contracts. Make sure its automatic or set it yourself.

But I've heard of this sort of mis-reporting when it comes to contracts before, its never been a major issue as far as I know. Never solved it myself as I rarely contract.
