I am at war right now and in the past when a target was destroyed, it stayed that way. Now I've had to destroy some targets three or four times (and I just noticed two of the destroyed cities, and one military base, just got rebuilt again in the territory I occupy; and it is costing me a lot of weapons and money. What is going on?

Also, when I attack with the Air Force it is telling me the target is out of range and all the aircraft are destroyed. What is that all about?

Also, I noticed that when I destroyed a city the other country's index went down, then when I attacked another city, it went up again. Why is it doing that. A simple war has become a three-day nightmare.

Your advise still does not answer the fact that cities/towns and even destroyed bases are being rebuilt by the invaded country in areas already conquered by my troops.

I won anyway.

If you leave it you'll find that areas become unoccupied too. Things do rebuild themselves.

Michael, here is some real advice: when you notice something behaving in a certain way, the first thing you should do is acknowledge that it behaves that way. If it deviates from past behavior, determine how this situation differs from the past: this is the first clue as the how and why the current behavior is different from past behavior.

Why do cities rebuild? Because the gamemaster wants the game to operate that way.

The "protip" is based on the fact that things only rebuilds/repairs each game month so if you win in the first game month, nothing repairs and you don't waste money destroying the same things several times.

If the country you are attacking has enough construction on hand it can rebuild or repair, every city (if the population is not dead), town, county, or non destroyed base or capital each and every update (month).
