This is either a bug or a change from what it says in the documentation:

'Moving forces between the active and non-active army can be done at a pace of 10% of the total force per game month. Keeping the complete army in the reserve, means that it will take 10 game months to reactivate the full force.'

What activate actually does, is to activate 10% of whatever is inactive at any time. I.e. you will not be able to activate all weapons in 10 months because the number of activated weapons isn't calculated on an absolute, but a relative scale.

Is this a deliberate change?
