I don't know if anyone has addressed this issue, but when I was planning to build some hospitals I found that I did not have enough workers so cancelled the order. However, I noticed that the cost of the hospitals was not credited to my monies available.

In other words, the system still recognized the expenditure for the cancelled order which then limited my spending for the month.

Has anyone else run into this situation?

When you place an order, your spending limit is debited. But you don't get credited when you cancel the order.

Only the spending limit was debited, not your country.

Your country is charged for the hospitals when they are delivered. If you cancel the order, then your country never spent the money for the hospitals.
