Building Elementary Schools

Philip, Connecticut on LU....I build elementary schools and high schools are built instead, happens in both Connecticut and Vermont.

There is no such possibility.
it could be that you misclicked but most probable, you received schools that were ordered before.

there are severe shortages and you get outstanding orders when available.
