This country has no loans and hasn't given out loans, why can't I offer it for sale? Been a game year already and still can't offer it.

I believe this is new and is a measure to prevent cash transfers. The country's cash on hand must be below 1T.

Wendy is the expert on this. I know what I hear from her. I believe she said, to make it more difficult on the coin front, their is a limitation on how soon the same country can be sold again.
