Contract Acceptance not working properly for Slave Countries

I have my main country receiving the forwarded message from my slave country about going to corporation contracts to accept a contract but there is nothing to accept. I spoke to sending person and they ensure me they sent the contract (and did it twice to be sure) but when you look at the slave country, you see nothing at all. The only reason you know you were given a contract is the main country forwarding message on the subject. What is broken here? Why can we not accept/reject contracts from other corporations to our slave countries?
