Glitch is hurting my country

I have way more than the required amount yet the game isn't registering it and I have now dropped to game level 1.

I also have 20 special clinics.

So can someone explain this to me seriously?

The problem is my slave countries index.

How many countries do you have?

2, my slave's index is really low so i'm fixing it.

For all indexes, it requires the average in all the countries in the empire to reach a certain level.

The average is computed per empire.
