Can't dismantle military units

Trying to cut costs, I've opted to close most of my military fortifications as well as a strategic airport and an offensive military airport. When I do this, they just disappear fro a few seconds and reappear somewhere else on the country map with the name: "No Names Loaded!!"
This problem has been plaguing me for a couple of months now. Any help would be appreciated!
