In "The Republic of Nermal" on White Giant, I have 120 defense fortifications, but when I try to order more the game thinks I already have the maximum of 150.
I've heard similar reports before. What happens when you try to order below the maximum...like, if you try to order something like 29 rather than the max of 30?
