Anybody having a problem with Low Level Miners?

I stay a constant 10,000 intermediate *1, but am graduating 2400+ a month. 3 days and I cannot make up the difference.

I wonder where they are all going?

I used to have this problem. I guess many of them just died of old age even though many graduated as well.
...................(yeah they died near old Age).

It took me quite a long time before it stabilize. At least, until the 'population bubble' (if you have them) disappear.
