I had automation turned OFF for selecting education priorities. It turned itself back on.

if your country is in a very bad shape, the system will try to save it.

this does not happen a lot.
recheck these settings, turn off all the ones you do not want and mail us the name of the world, country. we will check.

Oddly enough it was in a country (slave: Koalla, Kebir Blue?) that wasn't doing bad at all.

automation is off.

leave it as is.
if turned on automatically, mail us please.
we see such automatic changes on our logs and we see the reasons.

If the country is in a bad financial state, the procedure will try to fix it and prevent bankruptcy.
