Under Important Things To Do I have 215,670 low level workers. But when I went to build a corp I had none.

That would be because you have a corporation coming in that requires workers Needed for New Facilities.

I don't think so. For instance, I just checked and found that I have 35,781 low level workers. But when I goto to build a school or hospital I have none.

Yeah, and it plainly states you need 96k for new facilities, and 24k for 100% employment in your existing corps. So it will say you don't have the workers for it.

You missed the point. I'm getting two different numbers for the same thing--not before vs. after.

Another example--not as gross a difference: it says that I have 382 unemployed low level workers. When I go to build a school it says that I have 346 available. Nothing is being built.

Sorry, when I looked, the 96k was clearly labeled. You should be able to see the relevant numbers on your Employment page. Of course the incoming Corporation is built and it no longer shows the 96k as needed.
From January up to June, it shows your Schools increasing each month. This says to me you did indeed have things being built. Maybe on auto-build? A few incoming Schools, High Schools and so on could definitely make up the little difference from your latest example.

Differences are possible as there are many numbers changing all the time.
The differences are small most times but when you create a new corporation, they might be high for a short period.

Changes take place because of trading and by actions of the player.
The sum of all the components is done once in a couple of hours and in the mean time, some of the components in that sum could have changed a bit.

If you have persisting high differences, we would like to know exactly where. There are some cases where there is a "previous" value and a "current value" and we might use the wrong one on some pages.
