New player here.

I had my first country upgraded to level 2, then degraded once again. What I THINK happened was I got a population boost, reducing my health and/or education index below the required level.

Anyway, I have more than the required health index now but both that and the reserve cash (Also enough) read as insufficient to upgrade. I tried waiting a month to see if it'd change then but it hasn't in the past two months and I'm wondering if there's anything I'm missing here.

Country name can help me to find the country and look into it.

In the mean time, please also check again and you need to know, that if you have more than one country, the average of the indexes is used.

you have two countries.

check the averages on the index pages.
you are indeed short on education and cash.

Ah yes I see. I originally thought that all countries leveled up independently of one another, therefore one of the countries should have been level two while the other remained at level 1.

For 2/3 weeks I have tried to IPO Corps. without much success. They all kick back to private. These all have nice P/E Ratios & dividends. It's hard to believe that all investment funds are dried up for so long. G.M. has there been a change or is it a problem? My IPO's usually fly off the shelves.
