So my country is not at war, in fact it is in protected mode.

I deactivated all my offensive weapons for money saving purposes and the following month, the country reactivated them.

Automation for army supply buying is off (although it keeps ordering things anyway but that doesnt bother me too much) and reactivate weapons when war is declared is on but there has been no war declaration or war!

If the country reactivates the offensive systems again I will post again.

I'm having the opposite issue. I've been reactivating my weapons for a week to prepare to assemble more units, but every few months I go back to reactivate more - and a good many have been deactivated again.

Still happening. Disable 98 Aircraft carriers, 1 month later, 98 Aircraft carriers reactivated.

Can someone investigate?

I guess you had a "Coup D Etat" in your country. :)
98 Aircraft carriers its too much for a navy and can hurt your economy, Adam, Try to sell all and keep 3 at least.
Cheers! Volvo.
