Unable to take a C3 war level 3

I just fought a level 3 country and took out literally every target from cities, forts down to towns and countries and even all bases. There were no state factories. All are private enterprise. I know these type of c3's are harder to take but I have never had to take out every target. This is not one of those little countries with an inadequate number of bars.The country is totally painted . Yet the WI is stuck at .93. The is on FB and is called "The Democratic Union of Shoresh". Not that I expect a reply but maybe the GM could look at this latest snafu. OH, by the way Prince ANDY, Can you get around to fixing my base select feature.

I had to take out the cities a second time in order to take the country that I now call Galatia.

BY the way. I don't like being called a liar and then getting an invitation to join the FED of the same person who labelled my post "hogwash". All you had to do was read the news reports on the country home page. Please focus your "eye".
