I know unrest mechanics were changed in a November update. It used to be that welfare played a part in reducing the likelihood of an unrest event. However, after hitting 11 countries, I am averaging an attack, or more, every month. This is occurring in countries with a welfare index of 130+. Is this intended?

I'm not sure of the specifics since the update in November.
I'll look up the exact conditions for civil unrest mechanics and post them here.
