Great Teacher of Montana

According to my education priorities page, I have around 8,000 nurses, 3,000 doctors, and 2,000 senior doctors. But the build hospitals page says I have less than all of them, like only having 2,000 nurses and fewer doctors. Is this a bug? If so, can anyone fix this?
