I have something odd going on in the Evil Empire on G.R.. I've had exactly 110,700 low level workers, and 22,140 medium level managers reserved for about a game year now. No schools, universities, hospitals, or companies being built. All companies are already at 100% hiring.
So they're reserved for what? And why is it exactly the same month after month?

Yep, Al and Aries nailed it. I put in a lowball order for a 127 forts and it reserved personnel for them the whole time.

I've reported this behaviour to an engineer.
We're looking into if this can be changed to avoid having population end up in limbo.

There is no problem here. He is simply talking about the reminder on the employment page of the workers that will be required for the forts he has on order. The workers themselves are not committed to the forts until the purchase is complete.
