Closing Corporations

I got a message that I could not close a corporation as it was under 250 billion. Unless that is a new feature, implemented while I was closing corporations, it isn't working all the time. That hit me on the last corporation I closed in a C3. The others were fine, able to close them, even under that cap. Please advise.
