End this war-Option ERROR ??

Declared a war but now wants to end it, and after clicking on the "End this war"-button & following OK-button (War will end when XXXXXXX accepts your offer.) I expected it to be over the next day I checked, but NO, not this time?

War was declared on level 6, no weapons were fired...

Last time I ended a war with the "End this war"-option, it was much faster as I remembered, so maybe a bug?

Secondary problem is, that I cant close fx schools when I am at war, and I have both schools and highschools that needs to be closed.

The "End the war option" must be accepted by the enemy if it is another player.

If not, there is a certain number of game months before before the war is ended.

During wars, players are not allowed to destroy assets.
This is necessary because players used to cleanup their country before losing a war.
