GM Population Offers

I am not sure how long it takes to reload offers but currently there is a single offer of just 1M for population from the gamemaster. Perhaps there can be an automation of this feature like when there are less than 5 offers available new offers are created. I'll check again in a while I expect there to be more I am not sure if this is an ongoing thing or simply a one off experience because of an influx of buyers.

It should take less than 1 hour after the last one has been bought for the automation to refill the population on offer.
I'll ask an engineer if we can alter this to be quicker
