Corps not being built

All of the sudden my country is not building corps,I have everything necessary including production plants.the delivery date for corps just keeps getting pushed back months down the road.i am a experienced player who just returned so this is not a noob problem.any input would be greatly appreciated

Ditto. I've been experiencing the same problem as well, even with an adequate workforce. According to Andy, there is some sort of "soft cap" or something. I can't exactly remember what he meant.
Try to "autobuild" your corps in the meantime, sometimes I get lucky.
