Reserved for new Facilities glitch problem

A CEO try to build corporation in my country and I accepted but the corporation never was built. Then the corporation disappear from my being built corporation list but the Reserved for new Facilities still there with no corporation needs to be built. This is taking up my Reserved for new Facilities for a corporation spot for other another corporation. When I or another CEO try to build a corporation, it says my available worker is not enough (shortage) but I have enough available workers for another Corp and it is affecting my unemployment rate.

Which CEO requested this and on what world?

I asked Annarea24 to build a corporation in my country. I accepted and it was in under construction for a few months with available workers being reserved and then the corporation just disappeared. My country is in white giant.

It is possible that Annarea24 cancelled the request after you accepted it.

Ok that is what I believe happened but how do I fix the reserve for new facilities?
