Education score average stuck

Hello,
In order to upgrade my game level to 3, the average education level must be 100+. However it is simply stuck at 96 and my actual education score never went below 130.
.I think there's a big with the average and it's making the game stay at level 2.

Game levels are not only determined by education level, it also depends on your country cash level which 800B is needed and other economic level

Just click “level 2� to see what you have to improve in order to move to level 3

The game level is for you as a player on your world. It is based on the average of all your countries and enterprises. Improve the values in your other countries.
The overall Ed Index for the country will be the lowest value of the three sub indices.

jeysee do you have more than 1 country? If you have more than 1 then its the average of all countries that needs to be 100 or higher.

When you click on Indexes, you see the education index of the country and you see the average and what is needed for the next level.
