Score Penalty for accepting award long ago

So I am seeing a Score Penalty for "Accepted Award of -1,310.00 points" on all of my countries in my Empire. Problem is I haven't accepted an Award in longer than I can remember. Whats that all about and is it something that is causing my Welfare Scores on all of my countries to dropping like a rock?

It only drops a few points per real life day. It stays with you for a long time. My penalty is around 5000.
