Unable to boycott a player because they are "too new", but on the map it shows them as "an experienced player"

Is this bugged, or do we just misunderstand the mechanic?

It was The Kingdom of Adeania.

Problem with them was solved, so no boycott, but I would still like to understand why we couldn't.
