Countries not making new corporations

I am lucky if I get a new corp built within a day. And I have 3 corps per game month boost enabled in all three.
On the other side, my CEO keeps producing 3 corps per game month.

This is happening since last 48 hours, maybe more.

There is still Oversupply of Production Plants too on Fearless Blue

My country did not have any production Plants in stock, could it be that? I have bought some immediately. Need to wait a couple hours now to see if it was that.

Interesting, it was that after all. I thought production plants were ordered automatically on countries like any other item :/
