Is upgrading units Weapon and Ammo quality broken for everyone?

To increase the quality of an unit, you need an upgrade for each weapon and ammo unit. You have 2,236,142 Weapon Upgrades and 2,365,126 Ammunition Upgrades.

Whether I do a bulk update or I use the upgrade now checkbox for one single unit + "Upgrade Military Units" , the unit is never upgraded !
And sometimes I even received a tooltip message saying how many weapon and ammunition upgrades I used. Yet, that unit fighting level remains the same always. Even after 24-48 hours.

Documentation states it change 1 point per game month.

Should be used much more.
quality makes a huge difference.

@Andy am I wrong here? One unit per weapon AND ammo to upgrade? With the upgrades Weapon upgrades at ~1/2M and weapons at ~175K isn't it a little cost prohibited?

Isn't it much cheaper to sell lower quality weapons and ammo then repurchase them with better quality? Seems like it should be better the reverse.

Do I have it wrong here?
