My people not getting any Investment return

For some reason my main The Homeland's on WG investments are receiving no payments from investments.

Available for Payments (1.00% Per Year Of Total Fund Assets) 0M SC$

There was 10BSC$ in cash this month.

Everything is ok in my slave country.

Is there a setting?
