Trade and Change Profession

I've noticed 2 bugs.

1) On WG in my Country "Not Oklahoma" on either Dec 4812 or Jan 4813 I spent practically my entire country's spending space on oil. Then in Feb and now March I am trying to buy more oil, but can't because it still says I only have 14M left in my spending space. However, if I try to buy anything else it will show the correct spending space value (1.6T).

Edit: Sorry, Ignore this first one. It's not a bug. I see what happened there.

2) In the same country on the same dates I changed 200k low level managers into low level workers. It is now march and it still says I have changed 200k workers this month (when I haven't).

It should allow you to transfer at least 100.000
does it?

sometimes, shortages are such that the game procedures are helping by initiating a transfer.
This is never for the full numbers.
such transfers will move max 100.000 and allow the player at least 100.000 more.

is this the case?

or does it say: you have already transferred 200.000

At the time , it said I had already transferred transferred 200,000.
