Unable to buy a Country

I have 1 home country and 2 colonies, there is another country on my planet, and I can't buy it. I have enough gold for it. But it won't let me buy. Is this a system issue or am I just not able to buy it due to it lost it's president on 07/14 of current game year of losing their president? So it's owned by Simcountry.

I am not sure what you mean.
some countries without a president can be bought.

others, without a president are not available (yet).

It takes some time after a president leaves the country, to reset values, pay back loans and reset the country to a beginers state and make it available again.

The reset period could be up to several weeks.
