War Levels Busted?

This is on Fearless Blue. I am War Level 4. If I attack c3s, I can either go up 1 level like normal, or 3 to expand my empire.

Andy had announced you could attack the *same* level on Fearless Blue more than once, which is apparently not true or real yet.

It looks like something's broken here.

Not sure if anyone looks at these, but this continues to be busted. The "extend empire" option boosts me multiple levels, which makes no sense.

You can attack at the same war level but not in all war levels.
It was intended for war level 3 to allow for more wars at the same level.

As you go up the war levels, it does become more complicated.

Right, but in the image, I'm war level 4, and there is an option to jump to level 7 in the "repeat" option. Is level 7 some sort of plateau you can repeatedly fight at?
