I haven't ordered anything buildt, bought or sold and i get this all the time.
I get that same error every in-game month now for about a month IRL time.
What's going on??

Before I check the details.
do you have a large number of contracts?
or more precise, does your country buy many products on contract?

I do clean up the contract's once it becomes alot of em to have a better over view of what get's bought and so on, but i wouldn't think it would be that many....
I do have what feels like a natural amount of contract's for a country this size.
But the majority is through the common market.
It's only a specific goods/item i guaranteed have contracted but that's only 12 contract's, and i know i have a few more given that it takes a long time to clear any execs goods across some 600-700 corps in total.
So maybe up to 30 contract's total, but not more than that if i'd give it a guess.
I don't clear all the contract's for one corp when i've added one so i give it about a month or two before i clear all contract's to all entities i control and manage and do as much as i can through the common market.

So it is caused by the contracts.

we will have a look into it.
some of these contracts should probably not taken into account in the computation of total spending.

Ooooh, woow, okey, so are all the contract's being counted??
So all the Common market once and the direct once??
For i looked into it on how many of the contract's are me manually doing em and that's like 30 ish before the limit got hit and it was a stable limit, and then all of the sudden i got that msg probably after i cleared and cleaned up all the contract's and shit through the common market.
So after that i have had to manually create corporations for everything to be able to stay afloat to some lvl.
So i'd say about 60 or maybe 70 contract's are my peak manual, with 30 ish of em being constant once that was before the limit got hit.
The rest of em is me trying to fix the current issue of not being able to buy stuff.
So the other contract's that are outside of those 60-70 is all common market contract's.

So as i'm writing this, i got in total 368 contract's for my country in question.
293 of those contract's are common market contract's.
75 of them are manual contract's.
and out of those 75 contract's 55 of em are constant contract's that i have had before the limit error/warning showed up.
And 20 of em are after the warning/error.
I just did a complete clean up of all the contract's.

We think that these contracts should never block your possibility to place other orders.

we plan a change that will prevent it.

I am adding this issue to our short term list of developments.
We will resolve the problem.

It will not be next week but soon after.

we will keep the common market contracts outside the accounting of spending.
This is the plan.
They will however do a more in depth check to see if we are not falling into an even bigger problem by doing so.

we might start by counting 50% of the spending on contracts as part of the country spending.

For it would cause problems if it would be interfering and causing issues with other systems if it's not looked deeper into.

Common market contracts will count for 50% within the spending space.
the change is already made but will be activated with the next upgrade.

possible, this will be in the coming weekend.
