Worker Exchange

See an error from time to time even though neither country had exchange workers with anyone for 8,10, 12+ hours.


Exchange not processed.
Not enough unemployed workers in one of the professions, or
one of the countries exchanged more than 600,000 persons already.
Please try again next month.

Is this a bug

I used to get that on TA right I took my first C3. I was exchanging within empire, and just did the exchanges from the the other country. So I think bug. It stopped eventually.

We checked our logs frequently in the past weeks to find such messages but none are showing up.
we assume it is resolved.

We think that such messages were not cleaned up from database table and kept showing when not relevant any more.

we have recently increased the frequency of "garbage collection" in some database tables.

we hope that it is resolved.
