Education Priorities

My education settings are changing themselves. I set teachers and Uni teachers to a priority of 5 last night. When I looked just now they have a priority of 15 and 20. I have 90,000 teachers and 60,000 Uni teachers available for employment. It's high tech engineers I need, anyone know how to fix this please?

Just to add, I've turned off all the automation features that are relevant

Even if you turn them off, they will still adjust in an attempt to try and bring your education index up to 120 I do believe, or until you hit game level 4?

After you hit a certain game level Simcountry assumes you know what you are doing and will stop trying to save your country.

You won't reliably produce trained workers until you get to around a 180-200 education index (even that's to low)

Ok, makes sense. I've recently reached an education level of 120 and it appears to have stopped changing. Thats good. My game level is only 2 so the 120 index seems to be enough on it's own. Thanks
